This seems like a ‘good thoughts only’ chastity collar. You cannot look down to feel sad and cannot be tempted by others by what you can’t see?

They are literally not licking themselves right there.
Apparently ruffs (these things) were originally invented as a way to prevent clothing from getting dirty from food and such
Also the ausburg popularised them. They had a neck they really felt ashamed of.
The dog collars are really called Elizabethan collars.
