I have been trying to re-upload my avatar and banner image but I just get this error every time I try.

I was having the same issue with my community and personal icons/banners. What fixed it for me was to resave the image with a different compression level. I did quality 11 instead of 12 in Photoshop. After that it uploaded without the error.
If it’s the same image it may recognize that it is the same image and be trying to use the original image that no longer exists, convert the image to a different file type and delete the metadata, it may work then. Let me know if you’re having additional issues.
