i did assume anyone would have their home state permit first! It’s handy for traveling to the reciprocal states especially if they border yours and you live near the border.
I’m not sure where you see it’s only valid in 15 states though, here’s an example reciprocity map you can find them all over
i believe it’s only those 5 light blue states that only honor it for Utahns the dark blue ones honor it wherever you live.
It seems like it only adds WI, NC, and WA over the list of states that allow permitless carry.
If you’ve already got your state’s permit, you’re probably not going to gain much at this point by adding Utah’s.

i think you’re misunderstanding what the checks and columns on that page mean though. I’m on mobile though maybe you can see columns I can’t but i’ll defer to my firearm instructors interpretation of the system which matches everything at utah’s site and the reciprocity map I linked.
I think you’re the one misunderstanding, if you think the link or anything in my first comment is related to the reciprocity map. I’m talking about who is eligible to get the Utah permit; the map doesn’t matter if you can’t get it.
As I mentioned, this has the inherent assumption that the UT permit isn’t worth getting if you’ve already got your own state’s permit. There are a few exceptions (e.g., resident of some of the southern states traveling to Washington state), but if you already have your home permit then you’ll be nearly as covered without the UT permit as with it.

It seems that getting the Utah permit without already having your home state’s only works in 15 states and, of them, only Vermont recognizes the Utah permit: https://bci.utah.gov/concealed-firearm/reciprocity-with-other-states/
It might be worth it in some situations, but generally not going to be an comparable alternative to getting a permit in your own state.
