For sure the people involved include donors to both parties, and yes, silence is complicity.
The only slightly mitigating element in Obama’s case is that his whole vibe always has been to stay above political mudslinging, which is what a significant amount of the debacle is really about, despite what some high-minded people will insist. Releasing the files isn’t the same thing as prosecuting the perpetrators.

I don’t think he has said it, but he did talk about Trumps actions are trying to distract from it.
