Fully agree. That I would address through opening neighborhood meets in low income areas and provide help for things that usually cost money such as using a smartphone or computer, food sharing, donation drives of old clothes and so on. I’m currently running such a place. Its visited well imo. That way people get help and I can write about this issue and make it public.
