It was totally independent and sovereign and definitely not just a puppet ally to provide troops and supplies for Napoleon’s continuing conquests.

In the context of the movie, the EU is strangling the country that could have been their partner because they feel betrayed. I am not sure if there will be children but it seems more and more likely that the democracies will turn into an empire.
