Looks to me that guy with a green jacket behind the victim took out his gun PRIOR to the shots, which makes me think he fired the first shot. Also telling that he did not react the shots like the other ICE goons.
One guy was swinging his arm in huge circles whacking him underhanded with what looked to be a gun or a taser but on watching a different video he didn’t seem to be the first one to fire
Not to defend him but looking closer at that part, i think he was whacking him with a pepper spray. That same goon later takes his gun out, which means he was not using it to hit the victim, and unloads his gun on the dead body, he also flinched before taking the gun out so i think he did not shoot first. I still mantain the green jacket ski mask guy started it.
