    Fine. Then pass a law that provides fines for using US tech, but have those fines ramp up over five years. The fines start three months from now at a low level and ramp up to ruinous levels over five years. This gives companies time but also strong financial incentive to make the transition.

    Quoting a five year time frame is insidious. It’s just short enough to make it seem like you’re not dismissing the problem, but it’s long enough that business interests can drag their feet and hope the problem goes away before they have to do anything. It’s a deflection tactic. The correct response to such weasels is to give them a forced transition structure that provides for immediate accountability, but has the pressure ramp up gradually so that good faith attempts at transition can actually be done.
