They should institute a tax cut or rebate to those who can return every cig butt from a pack. Some incentive to cut back on the trash left behind from smokers. Would probably help cut down on roadside fires too.

I’m all for trying to keep shit clean, but holy fuck humans generally don’t give a fuck unless they can blame someone else for it. my driveway is in a weird spot and wind blows people’s trash into it and it always collects at my fence… I’m sick of picking up after people so I now just chuck it in the street…I too don’t give a damn anymore thanks to whatever the hell ‘society’ is these days showing me how useless it is overall.
90% of the trash I see, is fast food… off my property and back in the street where you all wanted it to go.
4am idea: get close enough to your neighbors that it becomes fine to casually offer some takeout for them, install gps trackers into the boxes, find out who keeps throwing shit on the floor then dump your fence pile on their porch. If it’s from a passer-by get some cameras with a face recognition setup going and dump it in their car instead.
