In 2015, Cookie Monster filmed a viral video titled “Simply Delicious Shower Thoughts with Cookie Monster” for the Mashable YouTube channel. In the video, he explores various New York City museums, including the Metropolitan Museum of Art and the Guggenheim, while pondering deep “shower thoughts” about food.

The problem with cookie dough is the raw flour, not the raw egg. You can make cookie dough for eating by roasting the flour.
This works best if you roast all the ingredients together. I like to take my cookie dough and mould it into fun shapes before roasting, gives it some lighthearted humour
I think they mean in a mass production environment. Raw egg would require a lot more additives and preservatives to keep the product safe to eat and from spoiling quickly, something eggs are infamous for. Also the occasional salmonella outburst and recall and lawsuits. It’s just one of those things people avoid.
But you are right, you can totally eat raw eggs safely if they are fresh
In an industrial environment, you’d just pasteurize everything before making the dough. You can do it at home (I want to say it’s something like 60C for 2 hours, but don’t take some rando’s word on time and temp). There are a few brands that sell ready to eat cookie dough.
