It gets easier when you do more of the shooting yourself and don’t rely on Smoke so much. Turns out all you had to do was catch the train AND shoot people on a moving train.
Also, there are some missions in that game that are sensitive to your framerate I believe. I know Stowaway was one, but I’m not sure if it also affects this one (due to the whole thing where being on top of a moving vehicle in San Andreas can make an NPC’s hitbox move… less than smoothly).
