USB to 9 pin rs232 serial (active), 9 pin to 25 pin serial, 25 to 9 pin serial, 9 pin serial to ps2, ps2 to AT, AT to ps2, ps2 to USB.
And 99% sure there’s no USB functionality there as that last adapter is for a mouse only.
Well, with that attitude you will definitely not have USB functionality.
But there is some non universal serial in there.
There will always be a special place in my heart for serial, where I can just jam in a paperclip and “guess around” with a voltimeter till I figure it out.

i would have guessed a null modem adaptor, cuz - why the hell not! but… assuming the USB to serial is a typical DTE (M) then the 9pin to 25pin would likely be (F) to (M), but the potato markings on the mystery adaptor seem to suggest M/M… so… 🤷♂️
your breakout box suggestion is a reasonable one.
That USB to serial might have some diodes in it, preventing a magic smoke release. But after all the decades, the funny thing is the ground pins still go to ground.
