EDIT: Hmm. Though…this says that it was abolished as a crime in England and Wales four years ago. There’s still the tort, but the way The Mirror described it, he was “fined”, and I think that you only get fined in criminal law, not civil law (in civil law, the analog would be called paying punitive damages, at least here in the US).

While your sentiment is for sure in the right place, the inverse is the case right now; I don’t know of a region that isn’t floating at crisis levels for bed avaliablity (right now US hospitals are roughly 89% full, well over the predicted threshold for “shit starts collapsing” at 85%). It’s really, really bad out there.
My hospital hovers around 100% year round. We were at 130% recently, that was bad. Very bad.

Hey it could be worse, you could be at one of the psych hospitals! Poor fuckers are running at 400%+ capacity on a good day. They’re so overtaxed they’re turfing people from forensic beds, and anyone that isnt a critical emergent case is never getting admitted. It’s so much fun!
